The purpose of this EEO Public File Report (“Report”) is to comply with Section 73.2080© (6) of the FCC’s 2002 EEO Rule. This Report has been prepared on behalf of the Station Employment Unit that is comprised of the following stations:
KLLY-FM, Oildale, CA (FIN: 7709)
KSMJ-FM, Shafter, CA (FIN: 8109)
KKBB-FM, Bakersfield, CA (FIN: 7720)
KNZR (AM), Bakersfield, CA (FIN: 7715)
The information contained in this Report covers the Period from August 1, 2011 to, and including, July 31, 2012 (the “Applicable Period).
The FCC’s 2002 EEO Rule requires that this Report contain the following information:
- A list of all full-time vacancies filled by the Station comprising the Station Employment Unit during the Applicable Period;
- For each such vacancy, the recruitment sources utilized to fill the vacancy (including, if applicable, organizations entitled to notification pursuant to Section 73.2080©(1)(ii) of the new EEO Rule, which should be separately identified), identified by name, address, contact person and telephone number;
- The recruitment source that referred the hiree for each full-time vacancy during the Applicable period;
- Data reflecting the total number of persons interviewed for full-time vacancies during the Applicable Period and the total number of interviewees referred by each recruitment source utilized in connection with such vacancies; and
- A list and brief description of the initiatives undertaken pursuant to Section 73.2080©(2) of the FCC rules.
Sections 1, 2 and 3 which follow have been designed, in the aggregate, to provide the required information. Please note that the numbers listed on Section 2 under the column entitled “Full-time Positions for Which This Source Was Utilized” refer to the number of the full-time job positions listed on Section1.

Section 3: Supplemental (Non-Vacancy Specific) Recruitment Activities Undertaken by KLLY-FM, KSMJ-FM, KKBB-FM, KNZR (AM)
1. Buckley Radio has an ongoing internship program with two local colleges (Bakersfield Junior College and Cal State University of Bakersfield) as well as other institutions of higher education. Our promotions department had two male intern students from Cal State University of Bakersfield, one of which was hired upon completion of his internship. Throughout their internship both intern students worked alongside the promotions staff at various station events as well as assisted with the production of shows with our News Talk staff. All four stations KLLY-FM, KNZR-AM, KKBB-FM and KSMJ-FM are currently recruiting for new interns.
2. Buckley Radio is an active participant in the Kern County Broadcasters Association Scholarship Program (KCBA). Our General Manager is past president of the Association and is on the scholarship committee, this committee meets quarterly. Currently KCBA has given out a total of 10 scholarships, totaling $9,000.00; recipients have careers in broadcasting or are children of broadcasters who use the money to assist in pursuit of their careers.
3. EEOC Training is ongoing with all information from the Federal Communications Commission read and processed immediately upon receipt. Any new FCC policies are reviewed and discussed quarterly with the General Manager, Department Heads and Business Manager. This information is then passed on to the remaining staff through memos and job postings.
4. Buckley Radio holds monthly management meetings with the General Manager, Business Manager, Sales Manager, Program Directors and all Department Heads. During these meetings there is a discussion of any possible discrimination and/or harassment in the work place. They review how to recognize, avoid and report such activities. The purpose of the meetings is to ensure that all stations and management are adhering to the laws of EEOC and are administering a harassment and discrimination free environment.
5. Buckley Radio is actively involved in activities targeting the Hispanic community through membership with the Kern County Hispanic Chamber of Commerce; our relationship with this organization enables us to serve and respond to the needs of this very large demographic in our community. One of our Program Directors actively attends meetings and events with this organization.
6. Buckley Radio is an active member of the Kern County Broadcasters Association (KCBA); together Buckley Radio and KCBA co-sponsored a career fair at Bakersfield College on April 25, 2012; students with an interest in a broadcasting career were solicited.
7. On air announcements were broadcasted every month airing the following PSA: KLLY, KKBB, KNZR and KSMJ are looking for organizations that regularly distribute information about employment opportunities to job applicants or have job applicants to refer.
